Congress demands enquiry into blackmoney stashed abroad
APCC joins Akrosh Diwas against demonetisation
ITANAGAR, Nov 28: The Congress in Arunachal Pradesh today joined the nation-wide protest against demonetisation and demanded an enquiry by a Parliamentary Standing Committee on the black money stashed abroad.
Joining the 'Akrosh Diwas' protest against demonetisation, Arunachal Pradesh Congress Committee (APCC) asked the Centre to enhance the withdrawal limit of cash from ATMs and banks to ease public inconveniences.
Thousands of Congress workers holding placards joined the protest at Indira Gandhi Park here and unequivocally denounced Prime Minister Narendra Modi's move as "a political move being sold as a fight against corruption".
Addressing the gathering, former Chief Minister Nabam Tuki said that the NDA government's demonetisation move came at a time when the country was passing through a crucial phase.
"The BJP is trying to create intolerance and want to make the country economically weak. The prime minister took a hurried decision for which people are forced to suffer in remote and inaccessible areas where there are no facilities of banks and ATMs," Tuki said.
He said the current slogan of the prime minister for cashless transaction did not match with the present scenario as most of the villages in the country were without bank and ATM facilities.
"First provide all facilities and then go for demonetisation," he said and alleged that the NDA government had informed all its leaders six months in advance about the move.
He said before such a move, an ordinance should have come up and passed by both the houses of the Parliament.
Denouncing Modi's claim that the move was aimed at curbing terrorism and check black money, Tuki said that there were various laws which could have been implemented to curb the menace instead of harassing the common man.
APCC President Padi Richo while terming demonetisation as 'de-Moditisation' said, "Majority of the country's population are not happy with the move and days are not far away when the people will give a befitting reply to it".
AIMC General Secretary, Jarjum Ete, APCC General Secretary, Tana Jeri, APYC Vice-President, Niglar Veo, INTUC state unit Secretary General, Kenkar Yomcha and NSUI state unit Vice-President, Jotam Toko Hannan also spoke on the occasion.
Large number of Congress  leaders and workers  including senior Congress leaders, Ex-Ministers and MLAs,  heads and office bearers of the PCC frontal organizations  took part in the rally. PTI

Citizens defy capital bandh
Staff Reporter
ITANAGAR, Nov 28: The 12 hours Capital bandh called by Arunachal Youth Organisation (AYO) in protest against the state government alleged lackadaisical attitude towards their nine-point charter of demand apparently failed to create any impact, as the citizens, shopkeepers and government officials openly defied the bandh call.
Normal activities were seen in twin city of Itanagar and Naharlagun as shops remained open, vehicles were plying on the road and the government offices are functioning as usual.
Initially, few tyres were seen burning at roadside which was later cleared by the police personnel. The few shops which remained closed till 9 AM were later seen open.
Capital Complex DC Sandeep Kumar Singh informed The Arunachal Times that six persons have reportedly been detained for allegedly resorting to cripple normal life.  "No stray incidents were reported so far. Six persons were detained who were trying to disturb normal life" said DC Capital.
He further claimed that all shops and market remained open and vehicles, both private and government were plying and the offices and banks were open apart from a few.  The police also denied any stray incidents during the 12 hours bandh.
AYO charters of demands included continuation of Governor's office of memorandum order on officiating, functional and out of turns promotion, initiation of CBI enquiry into infamous Multi-crore PDS scam and abduction drama of SIC chief M J Chauhan at Tipi, eviction drive against illegally encroached government quarters within Capital and district headquarters, appointment of Chairman/Vice Chairman from among the elected legislators, early construction of Green Field Airport, revocation of district based entrepreneurship Act, revocation of Mon and Patkai Autonomous Councils and revelation of late CM KalikhoPul's diary to public etc.

Waterman advocates Jal  Kranti in Arunachal
From a Correspondent
NEW DELHI, Nov 28: Every drop of water being life saving is a matter of global concern today while people of NE India, particularly Arunachal Pradesh are blessed children of nature, India's waterman Rajendra Singh said here today after returning from Nairobi.
Singh, who won Raman Magsaysay Award for community leadership in 2001 & Stockholm Water Prize, known as Nobel prize for water-2015, was interacting with Arunachal Pradesh National Youth Project (NYP) president H P Biswas & vice president Pradeep Kumar during a chance meeting at Gandhi Peace Foundation.
The noted water conservationist is right as Arunachal's ground water utilization is below 1%, lowest in the country against national average of over 50%. India has so far harnessed 30% of its huge 1,58,000-MW hydropower potential, 70% in Arunachal though water is a state subject in India
"I have launched Vishwa Jal Kranti Abhiyan through my NGO Tarun Bharat Sangh and touring the world to protect the water resources from pollution and utilise for the humanity", Singh  said before leaving for Thailand. His abhiyan bodes well with Prime Minister Narendra Modi's view, who in his public address at Itanagar on 20.08.15 had said, "pahad ki pani aur pahad ki jawani, pahadiyon ka kaam nahi aata hey".
Prof. DS Bhargava, who has been collecting samples from various rivers for testing, had found that Ganges water contains 25 times higher oxygen level than that of any other river, which explains its self-purifying quality. Water of many rivers including Ganga (worshipped as mother) is polluted by discharge of highly polluting industries, night soils from latrines & dumping of wastes. The polluted water has been causing serious diseases to human beings," said industrialist Kapur on Sunday while interacting with NYP director Dr S N Subba Rao.
He has set up industries to purify polluted water discharged by industries for other usage, he said, adding that he was shocked to find the misuse of water in Arunachal during a survey.
The crystal clear water of Karoi & Mehi streams are sold in Itanagar market for Rs 15 a bottle, according to seller  Poma GB Tayum Singkam.
Notably, Delhi Jal Board (DJB) under the guidance of former chief secretary Ramesh Negi as its chief executive officer during 2008-12 did commendable job that won DJB the International Water Performance Initiative Award-2014 the Global Water Summit, themed 'Water for Growth', at Paris during April 6-8.

The bandh was called in protest against  alleged failure of the authorities to recall the order issued by district administration on November 17 last  directing the Trans Arunachal Highway construction agency to stop collection of quarry materials from the Rengging village area.

On right track

In recent year the environment clearance has emerged as the major concerns for the Indian industry. Previous UPA regime was accused of using it for blocking many major industrial projects. The environment ministry had acquired notoriety for holding back file when Jayanti Natarajan was heading it. Infact major industrial houses veered away from UPA and started warming upto BJP due to such hostilities. BJP had promised to make process for acquiring environment clearance clean and transparent. They seem to be on right track if the claims of Environment Minister Anil Madhav are to be believed.

Government has informed that ninety per cent of project applications were granted environmental clearance in 2015 as compared to nearly 54 per cent in 2014. The process of environmental clearance includes screening, scoping, public consultation and appraisal among others. In Arunachal too some of the major hydropower projects could not take off as they failed to get clearance from environment ministry. There need to be proper balance while dealing with the environment issue. Rigid rules will not help the cause of an underdeveloped state like Arunachal. But for the sake of development the rampant destruction of environment should not be allowed at any cost. For future generation the environment has to be protected.

Deserves to be recognized

Dear Editor,

This is in response to the news item “Progressive farmer Tana Nikam Tara honoured by CIFA” which was published in today’s edition of your esteemed daily. On occasion of Independence Day on 15 August, 2015 JP Rajkhowa the then Governor of Arunachal had felicitated host of prominent persons at Raj Bhawan belonging to different fields. I checked persons list in progressive farmer category but I did not find name of Tana Nikam Tara whom I was expecting in this list because I know his hard work in farming sector.  Therefore I went to his home at Doimukh and asked him to take me to his integrated farm at Sonajuli.

And later we proceeded to his farm located at Sonajuli which has been named Papum Pare Eco-Agro project. It’s a vast area where several fish ponds are located in midst of tea garden and is ideal place for angling activity. The Livestock farm also exists within the farm along with rubber trees and fruits like orange. A resort is also coming up on hill top of tea garden from where one can have a view of river Bramhaputra and valleys of Assam. In between two high hills a gorge emanating cool breeze round the year from a stream is main attraction point of this farm which makes it a perfect picnic spot. After having seen his integrated farming I wondered how his project could be missed out from the notice of Raj Bhawan while felicitating so many deserving persons belonging to various fields because he was also deserving one.

At this moment I can share that engineer Tana Nikam Tara truly deserve honour bestowed to him by Central Institute for Freshwater Aquaculture, Bhubaneswar and I congratulate him.

Let us put an end to bandh culture

Dear Editor,

It is pathetic to see the plight of common people of our state due to the ongoing bandh culture which leads to economic suffering. First it’s my humble plea to the Arunachalee people to immediately stop this unloving method of persecuting the helpless common people. Second, I would like to appeal to the unemployed youths cum president and general secretary of student’s union/associations/organizations to drop the idea of imposing extra burdens to the helpless common people by imposing another economic blockade. Instead, let us all strive to work for the betterment of our own people. Imposing economic blockade brings hardship and pain to all the sections of the people equally.

Bandh call affects the common people and daily wage earners. In the midst of extreme sufferings due to demonetisation, we are mercilessly haunting ourselves. A common man like me wishes to live in peace. The earth is not our permanent place as we know. One day we will all die to stand before the judgement throne of God. There is nothing we can carry after we die. We come naked, we go naked.

Yours,

Byabang Noah Dui

Properly implement RTE Act

Dear Editor,

Through the column of your daily esteemed, I would like to highlight to the concerned authority that we all are aware that Right to Education Act was enacted in August 2009 and came into force on 1st April 2010. As per RTE Act every child between 6-14 years would be given free & compulsory education envisaged under Article 21-A of Indian constitution. As per the Act every child has a right to full time elementary education of satisfactory and equitable quality in a formal school. Free education means no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education.

RTE Act lays down the norms and standards relating inter alia to Pupil Teacher Ratios (PTRs), buildings and infrastructures, which ensures there is no imbalance in urban-rural imbalance in teacher postings. But after 6 years of enactment of this Act many primary and middle schools of our state are not abiding the norms of the Act. Most of the government run pre-primary, primary, middle schools take admission fees. Even for admission in nursery and class 1 standard one have to pay admission fees which is total violation of RTE Act. These admission fees collection cultures are in full swing even in our twin capital city.

PTR standard is not maintained in various school of our state, especially in villages. As per RTE Act PTR norms & standards, if there is 61 to 90 students in a school there must be 3 teachers. If there is 91 to 120 students – 4 teachers and if 150 students in a school, there must be 5 teachers and 1 Head Teacher which is mandatory. But it is very unfortunate to say that the PTR norms & standards are totally ignored and not checked by the local authorities. There are many schools in villages where only one teacher is managing the whole school of more than hundred students since last 15 to 20 years. Then, how can we expect better education of our children’s. So, it needs full intervention of our state government. They should ensure free & compulsory education with no capitation fees. As envisaged in RTE Act capitation is illegal which may welcome penalty to the school authorities but no one cares.

Government of India enacted and implemented RTE Act to change the education system of our country but alas it fails to provide free education to the children. Besides, it fails to provide properly equipped basic infrastructure to children in schools. Those people who can’t afford to send their wards to private schools are completely depended upon government schools. In our state majority of families lives in absolute poverty and they can’t even manage to send their children to private schools. Especially the remote villages are deprived of basic infrastructure in schools. This lackadaisical attitude of local authorities should be checked and put in streamline by the state government without any delay. Basic infrastructure of schools should be taken up on top priority. Our policy makers should take some appropriate steps for the well-being of our next generation especially in education sector rather than spending their valuable time in playing politics, as we have witnessed in last couple of months in our state. Otherwise, it will hamper lives of our innocent children who are totally ignorant about the outside world.  Lack of proper education will lead them to nowhere. After all, our children are our future. So, as a human being and as a law abiding citizen, it is our foremost responsibility to think and act for the welfare of our next generation. Every child should get quality education for their better future. Without quality education our state can’t prosper. After all, education is the soul of humanity.

Yours,

Songwang Wangsa.
